Do I Need a Certificate for a Consumer Unit?

Do I need a certificate for a consumer unit? Yes. In England and Wales, replacing a consumer unit in a home requires certification. You should receive an Electrical Installation Certificate (EIC) with full test results, along with a Building Regulations Compliance Certificate. These confirm the work is safe and has been notified under Part P.

What Certification Is Required for a Consumer Unit?

When a consumer unit is installed or replaced in a domestic property, you should receive:

  • An Electrical Installation Certificate (EIC), including full test results for all connected circuits
  • A Building Regulations Compliance Certificate

The test results are part of the EIC. They are not issued as a separate document.

Together, these confirm:

  • The work complies with BS 7671
  • The installation has been tested.
  • The work has been notified under Part P

Why a Consumer Unit Needs to Be Certified

A consumer unit controls and protects every electrical circuit in the home.

Because of this, replacing one is classed as notifiable work under Building Regulations.

This means the work must:

  • Be installed safely
  • Be tested
  • Be recorded

Certification provides proof that the installation meets the current wiring rules and has been properly notified.

What Is an Electrical Installation Certificate?

An Electrical Installation Certificate is required for a consumer unit change.

It confirms:

  • The work has been inspected.
  • The installation has been tested.
  • The system meets BS 7671

The EIC includes:

  • Circuit details
  • Insulation resistance readings
  • Earth fault loop impedance (Zs)
  • RCD test results
  • Polarity checks

These are recorded within the certificate as schedules.

This document is the technical proof that the work complies with the wiring regulations.

What Is a Building Regulations Compliance Certificate?

This certificate confirms that the work has been notified under Part P.

It shows:

  • The work has been reported to Building Control.
  • A registered electrician carried out the installation
  • The notifiable work has been signed off.

The electrician’s scheme provider normally issues this.

It is separate from the EIC and confirms the legal side of the work.

How Do These Certificates Work Together?

Each document covers a different part of the requirement.

The EIC confirms:

  • The work complies with BS 7671

The Building Regulations Compliance Certificate confirms:

  • The work has been notified under Part P

Together, they provide proof that the consumer unit installation is safe and meets legal requirements.

Who Issues These Certificates?

If the work is carried out by a Part P registered Electrician, they will:

  • Install the consumer unit.
  • Test all connected circuits
  • Issue the EIC
  • Notify the work through their registration scheme

Once notified, the Building Regulations Compliance Certificate is issued.

This avoids the need for council inspection.

What Happens If You Don’t Have a Certificate?

Missing paperwork can lead to issues later.

You may face problems when:

  • Selling your home
  • Renting out the property
  • Making insurance claims

Buyers and solicitors often ask for proof that electrical work meets current standards.

Without it, delays can occur.

Can a Consumer Unit Be Installed Without Certification?

If the installer is not registered, the work must be notified to Building Control.

This may involve:

  • Fees
  • Inspection
  • Approval

Without this step, the work may not meet legal requirements.

Summary

  • Consumer unit replacement is notifiable work
  • An EIC with full test results is required
  • A Building Regulations Compliance Certificate is also required
  • Together, these confirm safety and Part P notification.
